TaskbarCpuMeter is included in Taskbar Meters project.
This project contains tree applications: One that shows CPU utilization, another that shows memory and the third shows disk IO.
TaskbarCpuMeter -The update frequency and percentages that determine "yellow" and "red" states are configurable.
